On 31 May 1999, in Ottawa, Canada, the countries of the Andean Community -- Bolivia, Colombia, Ecuador, Peru and Venezuela -- signed a Trade and Investment Cooperation Agreement (TICA) with the Government of Canada.
On 7 August 2002 the Government of Canada announced the intention to begin preliminary talks with the members of the Andean Community on a possible free trade agreement. Canada, Colombia and Peru announced the launch of negotiations towards a free trade agreement on 7 June 2007.
On 6 June 2008, after five rounds of negotiations, Canada and Colombia concluded the negotiations of a free trade agreement and labor and cooperation agreements. The Canada-Colombia Free Trade Agreement was signed on 21 November 2008. Canada and Colombia also signed a labour cooperation agreement and an agreement on the environment.
In March 2009, the Government of Canada introduced legislation to implement the Canada-Peru and the Canada-Colombia Free Trade, Labour Cooperation and Environment Agreements in the House of Commons.
In August 2009, the Canada-Colombia Free Trade Agreement was sent for the approval of the President of Colombia after it was approved by the Senate and the Chamber of Representatives of Colombia.
On 10 March 2010, the Government of Canada tabled
legislation to implement the Canada-Colombia Free
Trade, Labour Cooperation and Environment Agreements
in the House of Commons.
On 30 June 2010, the Government of Canada announced
that legislation to implement the Canada-Colombia FTA
had received Royal Assent.
On 15 August 2011, the Canada-Colombia Free Trade
Agreement enters into force.
